- Applicants must be a senior, junior, or high school sophomore attending school in Washington or Vancouver or Longview, Utah, Oregon, Salem or Portland, Oklahoma, Tulsa, Glenpool, Broken Arrow, Bixby, New Mexico, Nevada, Reno, Minden, Fallon, Carson City, Montana, Billings, Idaho, Pocatello, Nampa, Meridian, Idaho Falls, Fruitland, Eagle, Caldwell, Boise, Blackfoot, Colorado, Colorado Springs, Fremont counties, El Paso, Arkansas, Morrilton, Little Rock, Conway, or Bryant.
- Applicants must have excellent academic performance and good grades.
- Applicants must be a resident of one of the following states such as Colorado, Montana, Nevada, New Mexico, Oklahoma, Utah, Oregon, Washington, and Idaho.
